Foster’s Outreach Ministries Inc. didn’t start as an organization — it started as a promise.

Years ago, someone close to me said, “I’m hungry,” and I couldn’t help. That moment stayed with me, and I made a promise — no one around me would ever have to say those words again without support.

Years later, I watched a family member suffer after being denied insurance coverage for needed physical therapy. It opened my eyes to a deeper reality — people aren’t just struggling with food, but with access to care, support, and basic needs.

Over time, that promise became action — helping individuals and families however I could. Then came a Category 5 hurricane that devastated communities and showed me the urgency to do more on a larger scale.

That’s when Foster’s Outreach Ministries Inc. was established — to serve, to respond, and to reach those in need across New York 🇺🇸 and Jamaica 🇯🇲.

Francine Campbell Foster

Francine Campbell Foster serves as Co-Founder and Director of Health and Community Wellness for Foster’s Outreach Ministries Inc., bringing over 23 years of experience as a Registered Nurse specializing in pediatric and critical care.

Her journey in healthcare has always been guided by compassion, purpose, and a deep commitment to caring for others. While her clinical background is rooted in pediatric nursing, her calling extends far beyond — embracing individuals at every stage of life, from newborns to the elderly, with the belief that no one should be left without care, dignity, or support.

As a co-founder of the ministry, Francine has played a vital role in shaping its vision and impact. With a heart for service, she helped establish the organization to reach beyond the walls of the hospital and into communities where access to care is often limited.

Through her leadership, she develops and leads community health initiatives, wellness programs, and outreach efforts focused on prevention, education, and bridging gaps in healthcare access. Her work reflects a commitment not only to treating conditions, but to empowering individuals with the knowledge and resources needed to live healthier, more stable lives.

Known for her warmth and steady presence, Francine leads with both strength and compassion — building connections, uplifting communities, and ensuring that care reaches those who need it most.

Jennique “JQ” Myrie

Jennique “JQ” Myrie is a dedicated leader, author, and community advocate with over 20 years of experience serving vulnerable and underserved populations.

Her work is driven by a passion to create real pathways to stability and growth for individuals and families facing difficult circumstances. Through her leadership, she develops and executes programs that provide essential support, resources, and opportunities both locally and internationally.

Throughout her career, she has worked extensively with at-risk youth, foster youth, homeless and runaway youth, and survivors of human trafficking — helping connect individuals and families to housing, healthcare, Medicaid, and vital community resources.

Her leadership is both strategic and compassionate, grounded in her academic background in psychology and a deep understanding of human behavior. She is committed to building programs that don’t just provide support — but create lasting change.

Community Rehabilitation & Wellness Coordinator

Rohanna Foster is a driven and compassionate health professional who holds a Bachelor of Science in Biology and is currently pursuing her Doctor of Physical Therapy (DPT). Her journey into rehabilitation is not just academic — it is deeply personal and purpose-driven.

After experiencing firsthand the reality of being denied access to essential care, she made a defining decision — to turn that experience into a mission. What was once a moment of limitation became the foundation of her commitment to breaking stigma, challenging barriers, and expanding access to rehabilitation services for underserved communities.

In her role, she supports and helps develop programs that promote recovery, mobility, and overall well-being. Through outreach, education, and advocacy, she ensures individuals and families are not left navigating healthcare challenges alone.

Her work is focused on bridging the gap between clinical care and real-world access — helping individuals regain independence, restore dignity, and take control of their health.

Candelle Santos

Project Management & Community Engagement Lead

Candelle Santos is a dedicated and experienced Project Manager with a diverse background in healthcare operations, patient satisfaction, and business leadership. She holds a Bachelor’s degree in Healthcare Administration and is known for her ability to bring structure, organization, and results-driven leadership to every initiative she supports.

Beyond her professional expertise, Candelle is a passionate servant leader whose work is deeply rooted in her faith in Christ. She approaches every opportunity with integrity, humility, and purpose — guided by a commitment to serve others and make a meaningful impact in the lives of those around her.

As the owner of Touch Of Klass LLC and Maid At Your Service LLC, Candelle has built a reputation for excellence, care, and attention to detail. Her entrepreneurial experience strengthens her ability to manage projects, support operations, and contribute to the growth and effectiveness of community-focused initiatives.

At Foster’s Outreach Ministries Inc., Candelle supports program coordination and community engagement efforts, helping ensure that outreach initiatives are executed with excellence, compassion, and purpose.

A devoted wife of 25 years and a proud mother of two sons, Candelle is grounded in family, faith, and service. Known for her warm and uplifting spirit, she brings joy, kindness, and encouragement wherever she goes — committed to making a difference, one life at a time.

Saskea S. McDermott
Director of Youth & Family Services – Jamaica 🇯🇲

Saskea S. McDermott is an entrepreneur and trained social worker dedicated to empowering individuals who have been labeled, overlooked, or marginalized by life’s challenges. She holds a Bachelor of Science in Social Work and an Associate of Arts in Communication from Northern Caribbean University, along with certifications in Supervisory Management and Microenterprise from NCTVET.

Based in Jamaica 🇯🇲, Saskea leads Youth & Family Services for Foster’s Outreach Ministries, working directly with individuals and families in need—providing mentorship, guidance, and access to life-changing support.

Having overcome early-life stigmas of failure, she now uses her journey to uplift others through coaching, mentoring, and creating opportunities for those on the verge of giving up. Known for her engaging and energetic presence, Saskea offers practical guidance alongside compassionate support to help others rebuild, grow, and thrive.

She lives by the powerful truth:
